How often are orders updated?

Orders are updated every 15 minutes. You can see when the last time an order sync had ran on your dashboard. You can also manually force an orders refresh on the same screen:

Spark Shipping will not synchronize orders until they are in a paid status in the shopping cart with the exception of Shopify where you can allow orders syncing upon order creation.
